Authorizes diplomatic dispatch of service documents to notify Bosch in Guatemala

This form, issued by the Judiciary's International Protocol and Relations Office, authorized the release to a private party of documents intended for the international service of process on Juan Luis Bosch Gutiérrez in the Summary Accounting Proceeding, Case File No. 83573-21. The Sixteenth Circuit Civil Court authorized María Luisa Villarreal Palacios, counsel for Lisa, S.A., to retrieve the documents from Panama's Ministry of Foreign Affairs for diplomatic dispatch.
The authorization follows the Letters Rogatory No. 29 of July 19, 2023, through which the court requested Guatemalan authorities to serve Bosch with Order No. 12 of January 5, 2023 (as corrected by Order No. 712 of April 11, 2023) admitting the accounting demand. The private-party release mechanism allowed Lisa's counsel to handle the dispatch directly through Panama's foreign ministry, expediting a process that would otherwise have depended entirely on institutional channels.
The form specifies a diplomatic dispatch method, pursuant to the 1975 Inter-American Convention on Letters Rogatory and Article 1012 of Panama's Judicial Code. The dispatch was carried out at the requesting party's expense, in accordance with Note A.J.-MIRE-2021-53357 of July 21, 2021, and Note DAJI/0752 of August 4, 2021, which established the procedure for private parties to retrieve documentation from the Ministry of Foreign Affairs.
Despite these efforts, international service did not succeed promptly: months later, Lisa was compelled to petition the court for authorization to obtain information on the location and identity of the Guatemalan authority that received the rogatory letter, underscoring the logistical difficulties that prolonged the attempt to locate and serve Bosch in Guatemala.
