The court had issued the Letters Rogatory 29 in July 2023 requesting service in Guatemalan territory, and in October 2023 the Notification from the Judiciary's Protocol Office authorized counsel to retrieve the documentation from the Ministry of Foreign Affairs for transmittal through diplomatic channels. After several months, however, there was no confirmation of which Guatemalan judicial authority had received the request or what progress had been made on the notification.

Lisa, S.A., through its legal representative, Lcda. María Luisa Villarreal Palacios, requested that the Sixteenth Circuit Civil Court issue an authorization addressed to two entities: the Office of International Legal Affairs of the Supreme Court of Justice of Panama, and the Ministry of Foreign Affairs of the Republic of Panama. The authorization would allow Lisa, as an interested party, to obtain precise information regarding the location and identity of the Guatemalan judicial authority that received the Letters Rogatory 29 and the status of the service of process.
